Yes, the 8-GB-initial-partition limitation for the beige G3 and the early iMacs is strictly an issue with the ATA chipset on the motherboard. Using a nice high end SCSI card with fast drives will nicely overcome the limitation.

Make very sure you have the very latest OS X driver for the card, though, downloaded from Adaptec's website. The Adaptec drivers for OS X tend to be a bit buggy, and the one included with your version of OS X will not be the latest.

Also, this is not answering a question you asked, but I hope you realize that you can only install OS X up to 10.2.8 on the beige G3. OS X 10.3.x is not supported by Apple on the Old World Macs. If you've got your heart set on 10.3 then try out the new alpha version of XPostFacto, available for download somewhere on the http://macsales.com site. But I would foresee problems at the moment, not only because of the Old World chipset, but there are some limitations with SCSI drives in 10.3 that I don't remember exactly at the moment, but if you need to know I could check the Panther Readme files.
