The problem is solved.

As several people reported the original OS 9.1 Startup CP is buggy.

I downloaded v 9.2.1 from
http://docs.info.apple.com/article.html?artnum=120024
and now all seems well.

As a side note, the article says if you have an OS X install CD you can find 
v 9.2.X in the Utilities folded on the CD. Checking my old 10.0.3 install and 
10.1 upgrade CD's I found versions 9.2.2 and 9.2.3.

According the article the updated Startup CP's are installed automatically in 
OS 9.1 the first time you start Classic after installing OS X  ...And upon 
checking my unsupported 7300 604e/200 running OS 10.1.5 I found startup CP 
v9.2.2 installed -- Amazing.
