Just a technicality, but Seagate drives ending 'LC' are 80-pin SCA, W and LW are Ultra Wide. Anyway I don't think it's an issue here.
FWIW I can confirm OS 9.1 is fine without any hacks etc, on a standard 7100/80. I left my 9.1 CD in my external CD drive (my 7100 lives in a Mac II case - long story) and it booted off it when I ran it up one day after I'd used the drive on my PB 5300.
