I agree that a dead battery causes the 61xx to refuse to boot that way.

I refurbed a bunch of these last summer. Even with the battery totally 
absent, I could usually get it to boot up by simply cycling the power 
button just once.

Whenever your PRAM gets reset, you need to open the Memory control panel 
and at least select the defaults. Otherwise, with System 8.1 or earlier, 
the cache setting goes to an unreasonably low number which slows things 
down badly.
