Yes, booting with the Shift key down does disable VM. Was there enough 
space on the hard drive for the virtual memory file? When you add real 
memory, virtual memory (if on) will increase itself to be at least 1M 
larger than real memory.

Most PowerMacs can run up to System 9.1. The least buggy systems for 
beige PowerMacs are 9.1, 8.6, 8.1, 7.6.1, and 7.5.5. With 8.6 or later 
you can run Mozilla, Flash 6, and other modern software. IE 5 requires 
8.1 or later.

For some reason many of the Apple System installer disks have issues with 
the 7100 model and especially the 7100/80. When 8.1 refused ot install on 
a 7100/80 for me, I installed it on a 7100/66 and then moved the hard 
drive to the 7100/80, where it worked just fine.
