Yes, booting with the Shift key down does disable VM. Was there enough space on the hard drive for the virtual memory file? Most PowerMacs can run up to System 9.1. The least buggy systems for beige PowerMacs are 9.1, 8.6, 8.1, 7.6.1, and 7.5.5. With 8.6 or later you can run Mozilla, Flash 6, and other modern software. IE 5 requires 8.1 or later. For some reason many of the Apple System installer disks have issues with the 7100 model and especially the 7100/80.
