The Beige and OS X are funny about the EIDE buses.

It usually taked more than one PRAM reset, by Cmd-Opt-P-R, NOT by, say, 
Tech Tools, to correctly reset the PRAM and to correctly reset the EIDE 
buses on a Beige.

Try 10 (ten) CMD-Opt-P-Rs in a row, and I'd bet your EIDE chip and the 
channels attached thereto are correctly reset, and you will be able to 
boot from your EIDE-attached OS 9.
