Doesn't sound like it.

I would remove the hard drive's cable, and the CD ROM's cable and boot it to
a question mark, if it'll go.

Then look into your SCSI cable or the device's setting. Next try the hard
disk's jumpers and cable condition.

ALso, look to see if the RAM is firmly planted, and if any can be bad.
