My 7100/80 had similar symptoms when it didn't like the RAM I installed. I tried pairs of various 16M SIMMs until I found a matched pair it liked. Then I went through just about every combination of 2 32M chips I had (since none of them were matched pairs) and finally did get a set that worked.
