My 7100/80 had similar symptoms when it didn't like the RAM I installed. 
I tried pairs of various 16M SIMMs until I found a matched pair it liked. 
Then I went through just about every combination of 2 32M chips I had 
(since none of them were matched pairs) and finally did get a set that 
worked. I think the chips it didn't like work fine in other Macs, 
although the Nubus PowerMacs seem to prefer matched pairs.
