As I said I have a HPV (PDS High Performance Video) card in it. I could check but I'm pretty sure the HPV is seated and the VRAM is sat still.
I would try reseating the HPV card anyway, as that is easy.
If that doesn't do the trick, I'd disconnect the SCSI cables and see if you can get to the gray screen with disk icon. However, I doubt this is a SCSI issue, as that usually results in a freeze at the gray screen, not at the blank screen.
Finally, I've seen a number of 7100s on which the heat sink grease has dried out. They overheat before they can manage to boot up. You may need to pull the motherboard, remove the heat sink, clean off the old grease and apply a dab of new fresh heat sink grease.
If you do this, while you have the heat sink off, and after you've cleaned the CPU, try examining the CPU at an oblique angle to see if you detect any cracks in the chip. A not uncommon failure mode for the ceramic PPC601 is for the chip package to crack breaking some of the wires that run through it.
