If that doesn't do the trick, I'd disconnect the SCSI cables and see if you can get to the gray screen with disk icon. However, I doubt this is a SCSI issue, as that usually results in a freeze at the gray screen, not at the blank screen.

Finally, I've seen a number of 7100s on which the heat sink grease has dried out. They overheat before they can manage to boot up. You may need to pull the motherboard, remove the heat sink, clean off the old grease and apply a dab of new fresh heat sink grease.
I did this about a year ago, on your advice I believe, I even have a 3cm fan on the heatsink.
If you do this, while you have the heat sink off, and after you've cleaned the CPU, try examining the CPU at an oblique angle to see if you detect any cracks in the chip. A not uncommon failure mode for the ceramic PPC601 is for the chip package to crack breaking some of the wires that run through it.

I don't know what to say. I've taken all the RAM off it (bar the onboard stuff of course), taken the HPV card out altogether and used the onboard video port, and still get absolutely zip out of it except a chime and a black screen. As a last resort I'm going to try a IIci PSU in it to see if that wakes it up, one of the voltage lines might be a bit waffy perhaps?
