JDK9 currently has Harfbuzz v 1.3 from July 2016.The latest is HB 1.4.1 (Jan 6th 2017) and this change updates JDK 9 to that version

JPRT builds it on all platforms, layout tests still work/pass.About 15 files are whitespace only changes so don't be surprised by apparently empty diffs.
