Actually, I believe it's from Loleatta Holloway's "Hit And Run" It's the 8th and 9th bars of the 7:20 break of the Walter Gibbons remix. The funny speech on "Throw" also references that kind of diva speech during disco breaks like Loleatta and Rochelle from First Choice often did.
