The term 'hard house' is fluid too - everyone from Mrs Wood to Derrick Carter/Gene Farris is tagged that.
I think with the latter 'tech-house' has superceded it though, it's considered classier/more cred, maybe. 'Hard house' is associated with Baby Doc's sound. He claims to be the man behind 'hard house'. It's the Trade vibe, too, with DJs like the late Tony de Vit and Fergie championing it.
