Okay i know most of you don't like what i'm going to say but early UR was of big influence on hardcore/gabber. Living in hollland i read some interviews with Paul Elstak, one of the innitiators of hardcore/gabber and he said that the hard detroit techno tracks had a big influence on creation of the first gabber tracks. Of course it's not only UR but also chicago tracks from Robert Armani, Gene Hunt and Steve Poindexter. If you listen to early gabber tracks (listen at your own risk :^)) and tracks like Punisher, Fury and teh Riot EP you can hear some similarities. When UR did their live sets hear in holland in i think it was 1992 or so they played tracks with samples from Human Resource and it was defintly pre-gabber material. I know UR loved tracks from Human Resource and Qudraphonia (all pre-gabber producers). I am not saying that UR invented Gabber but they where of a big influence for the creation of it.
