Basically you have to manufacture a lot of copies (2000 and upwards)of a 12"
single release before it makes any sense financially to have custom made
jackets, at least that's what I've noticed when I've fantasized about my own
label.
In LPs it's more easy to hide the costs because you can sell it for more to
the distributor.
I'd say ask all possible pressing plants (both in US and Europe)if they are
willing to manufacture jackets (covers) only, without having to press the
records there as well (unless if that's what you want), and what the cost
would be.
Though I doubt the price range don't chance that much.

If you REALLY believe in yourself and the talent you got, another option is
to manufacture a huge amount of covers at once, say like 5000 copies, for
your future releases. If you press 500 copies per one release, that way you
would have covers for 10 releases.
This is risky. Unless you're Moby or Josh Wink, if the tracks ain't slammin
and the label ain't happening, you could end up with a roomful of useless
covers:)
