Given the nature of terrorism, the hawk-dove dichotomy really doesn't come into play here....except to soothe citizens. Now granted, soothing citizens and helping them feel safe and vindicated is important. But it is important to understand that we cannot curtail future terrorist attacks through military action. Their organizations are too diffuse, too decentralized. And they are willing to die for what they believe in.
