it is my understanding that "promotional" copies are supplied free by the
record companies as pre-release review copies. the are given to records ahead
of release dates so they can place advance orders. the media gets them ahead of

release date for review purposes.since they are supplied free the stores arent
supposed to "sell" them at retail prices to the public since the store didnt
actually *buy* them from a wholesaler. thats why they can offer them at
discount prices.
