How about Kim Bilir's 'Feelin?'

Not particulary Latin in a melodic sense, but to my ear it has that really dense syncopated percussion and whistles sound like those massive drum bands from South America (Brazil perhaps?)

Not forgetting Andrew McLauchlan's "Love Story" which came out in 1999 and
has been caned by every DJ since....  The trouble, Mills aside, is that IMO
a lot of the latin-influenced techno that came out after that just
concentrated on getting some latino-style rhythms and sample presets and
then programming them in that style, without any soul whatsoever. See Adam
Beyer and others for examples.

I played around with a lot of it for around a year or so without any
success, before dipping into the housier side of things and finding far more
diversity. Check Osunlade for example.
