He released a couple of records on Relief in the 90's most of them where in Relief janking style techno but there is an EP called 'Back To The Beginning' which is a beautifull EP, a bit like the one you described below (i think, have not heard the Netherlands EP). Sounds like a mix between Rhythm is Rhythm and Mr. Fingers
