no surprise to me--australia has little in law to protect the rights, civil and otherwise, of it's citizens (we lack what to americans seem like the most basic of rights--speech, free assembly etc.) in the past, this hasn't been a significant problem because governments have acted in relatively good faith (unless you were aboriginal).
