Basically these people have the legal right to go round collecting money of all and sundry for playing music. Wherever! If it's in public they want £. On the net, on the radio, in a disco, in a hairdresser, in a shop. This money is then supposedly distributed to artists. But of course no small independent ever sees a penny. So you can have club playing underground sounds and this lot come along, tax the venue an extortionate amount and then make off with it to their fancy offices in Paris and no musician or label gets a penny. Guess if they've got the right to collect royalties whether they're paying people or not they can shut you down too.
