I'd say in general creativity is this difference.

Plus if we're talking about editing old tracks, I'd say it's not exploiting the artist, in fact it's more likely to increase sales of the original.

Bootlegging is terrible I agree, I just wish there wasn't a need for it. If I had a choice between paying 13.99 for the original or 6 for a bootleg I'd take the original all the time (even if it is an edit). The problem is 9 times out of 10 you don't have the option.
