that is probably based on a licence on what you want to use it for, it's
still the same deal. obviously if you want access to masters they will
charge you more. I would. but that's not to say if you want to get a
little sample, they wont' charge you through the roof to use it.  better
still they can just tell you to f**k off and don't use their stuff for
sampling.

i remember reading an article about sample clearance and i think it was
different. like say you want to use a phil collins sample.
you have to pay phil crazy money for access to the masters, but if you
replay everything you just pay a smaller kind of royalty.
