the early rapping over disco basslines stuff is as good as it gets!

I realize that disco rhythms were used in hiphop and that there was crossover, but the same can be said about punk too. The fact that disco rhythms and subject matter show up in punk songs doesn't mean that punk is another form of disco. I just find it questionable to say that one is a form of the other just because it incorporates its elements.
