If I change a users password and the expirationtime is set to
19700101000000Z, the next time the user logs in they get a message stating:
Your password will expire in 5 day(s) even though the password is already
expired. User is never forced to change their password. If they log out and
log back in the password expiration message is not displayed but user is
still not forced to change their password. If I change expiration time to
19710101000000Z the user is forced to change their password.
