Personally I think this method of bringing down Presidents will continue on regardless of who’s in power, unfortunately it has (or will work) twice already… why stop at two ?  However GMA did bring this upon herself, tumakbo takbo pa kasi siya alam na nga niyang source of divisiveness sya…

The men who would be king

The reason there are so few women politicians is that it’s too much trouble to put makeup on two faces. Men senators aren’t so bothered. While Franklin Drilon was offering his "Republic of Iloilo" last week as safe haven for beleaguered President Gloria Arroyo, his Liberal Party was also plotting secretly to unseat her and Vice President Noli de Castro. Through a jueteng payola inquiry, Nacionalista Party chief Manuel Villar was fueling the fire over Gloria-gate for his own aim of becoming de Castro’s successor. Panfilo Lacson was blowing hot and cold about unifying the fractious Opposition since he too was angling to be de Castro’s best man.

Their moves betrayed them, according to respective party mates and critics. Although operating subtly, they were so readable and predictable.

As Senate President, Drilon was in best position to strike. Under the Constitution, he would move up as Acting President in case both President and Vice resigned, to oversee special elections within 45 days. The proviso tantalized the LP, of which Drilon is president. They would put up for the two top posts party mates Mar Roxas, who in 2004 won the highest number of votes ever for senator, and Benigno Aquino III, son of ex-President Cory Aquino. As early as four weeks back, Drilon’s operatives began working on media and civil society pals to carry the line: Arroyo must step down for wiretapped conversations attesting to election rigging last year, de Castro as well for presumably benefiting from the fraud. But the LP, as part of Arroyo’s Administration coalition, must not look opportunistic. So Drilon went through the motion of shushing Villar’s televised hearings on jueteng.

Events overtook them, though. Arroyo publicly apologized for "lapse in judgment" in chatting with her election nominee. Susan Roces, the immensely popular actress-widow of Arroyo’s main rival in 2004, emerged as potential Opposition standard-bearer in a snap election. The LP quickly changed tack, singling out Arroyo in the following days for ouster calls. The Constitution offered a fallback. If a President leaves, the Vice will take over and nominate a replacement from among senators and congressmen. So talks were arranged with de Castro to pick Drilon as Vice and concurrent executive secretary.

Things came to a head last week. Education chief Florencio Abad, an LP stalwart, flew with finance head Cesar Purisima to Hong Kong where de Castro was celebrating his birthday Wednesday. They informed him they were to lead ten Cabinet members in a walkout that hopefully would make 25 others follow suit and render Arroyo incapable of discharging her duties. On de Castro’s return Thursday other LP officers and Cory Aquino met him to firm up Drilon’s ascent. Unfortunately for them, environment secretary Mike Defensor, also an LP, got wind of everything and reported to Malacañang. Arroyo pre-empted the Cabinet departures with an order for everyone’s courtesy resignation.

That didn’t stop the LP. On Friday the ten Cabinet men, including LP Rene Villa of agrarian reform, announced to businessmen that they wanted Arroyo to resign as well. Drilon convened selected officers of the executive committee, which voted 20-11 to abandon the Arroyo Administration. By oversight, however, they forgot to invite their own chairman, Manila mayor Lito Atienza. With four city congressmen, the latter is now calling a bigger LP meeting to overturn Drilon’s coup.

Villar, according to a senator, set out with lower targets. His jueteng inquiry would so implicate Arroyo kin that she would have to abdicate. In the wake of her staunch refusal, the NP played its own gambit. On Friday, Villar stated after an emergency meeting to support only a Constitutional solution. That is, they would go for Arroyo’s impeachment at the House of Representatives and consequent trial in the Senate. They too had done their homework on de Castro, meeting him like the LP did, to cut a deal for Villar to be the next Vice President. The latter would forgo his bid to replace Drilon as Senate President and reelection in 2007, but serve as Vice up to 2010.

Defensor was on to them too. He was lunching with Villar at Sen, Joker Arroyo’s home Thursday when de Castro walked in straight from his flight from Hong Kong. President Arroyo already was frantically phoning de Castro to report to Malacañang, yet the latter was on a side trip for talks on the next political moves. Defensor had to pull him from the meeting.

Lacson’s game consists of talking from both sides of the mouth. Some days he would be yelling for a civilian-military junta, led by deposed President Joseph Estrada. Other days he would be crying for Arroyo and de Castro to step down, to pave the way for special polls. In the same breath, he would offer Roces support as the Oppostion’s "unity candidate," while his spin masters spread the canard that surveys showed him to be the preferred candidate.

Of late Lacson has been espousing the line of impeaching Arroyo, arguing that snap balloting is untimely since de Castro is the Constitutional successor. It plays right into his bag. He too has been negotiating with de Castro to be named VP and concurrent interior secretary with control over the National Police.

Uncannily, these events could be replaying from another place and time. Bolivia’s president abdicated in late 2003 after soldiers shot dead 40 street protesters. Carlos Mesa, a television presenter before election as vice president, took over. For the next 18 months, both allies and foes needled him as restive farmers and miners stepped up strikes against poverty. Last month, Mesa too resigned.

with somebody else up there, we won't have all these bs of having to defend your position. time (and resources) would be spent doing something for the country instead of wasting it on attempts to discredit the opposition and former allies who have spoken against you. we all need the rest (kahit sandali lang). with her not resigning we won't get that rest. just like biking on the most expensive piece of road ever doesn't really relax you, you know you're riding but you also know you're been taken for a ride.. siguro pag hindi na tinatapon ang mga na-salavage dun at nagbukas na ang sm dun e mas okey na. bwahahaha. pero okey na din sa iba dahil may starbucks na. mwehehehe.

with regards to her (their) proposal for a change in form.. all i see are the tenga brothers grinning from ear to ear.
