Hi Chuck, 4D only supports PDF Creator version 1.7.3, not v2 or later: http://download.4d.com/Documents/Products_Documentation/LastVersions/Line_15/VIntl/CertifV15_2_INTL.pdf
There has been discussion about this on the Forum or the NUG. PDF Creator version 2 has some changes which 4D cannot cope with. I suppose support for later versions won't be implemented as Windows 10 has now built in PDF support and macOS already has for ages...
