A long-time government project, based on 4D was poised for a re-write (well, 
the client requested that we re-write the database since it was poorly designed 
originally). Finally, the budget became available to re-write the database, yet 
other vendors were bidding on the project. In the end, the guy that was 
providing the hardware, and that was also an attorney (with no development 
experience that I know of) won the approval of the board of directors (none of 
which have any technical experience, they were all lawyers) to rewrite the 
database using LexisNexis Time Matters. After losing the project, I did a bit 
of research and it seems that Time Matters is a not a good fit for them… the 
Department Director that I’ve had a long-term and great working relationship 
with over the years said that the decision was made because the lawyers were 
choosing other lawyers and that 4D was excluded because it was simply not 
LexisNexis…  The director is concerned and will keep all of the old computers 
in place and is planning to decide if the plug can be pulled on this at the 
60-day mark…   Anyway, I’ve never had to compete against LexisNexis 
anything—have you had a situation like this…?  Any technical short-comings of 
Time Matters that you know about…? I’m actually expecting the project to come 
back to me. I’ve seen several companies try to replace 4D that failed 
miserably. I know you can’t win them all…
