I have a form with a grid on it.
the columns and rows are labeled with numbers or letters.
The 'labels' include invisible buttons which allow the user to turn 
off/on the entire row/column

I have a check box which alters the function of these row/column 
buttons. The checkbox switches the buttons between either turning ALL 
items in the row/column on/off to toggling them between on/off states.

My question is on the labeling of the check box that switches the 
row/column label functionality.
currently :
(checkbox OFF) Row and Column Headers turn all items On/Off
(checkbox ON) Row and Column Headers Toggle items On/Off

Is this the right labeling? 
or should it be the other way around?
