There is no standard I'm aware of. In our Web app we use a top menu in form of a button toolbar and a left side navigation menu. The toolbar contains buttons for functionality like 'New', 'Print', 'Copy', 'query', 'commit' and so on. The side bar is for navigation within the app, various lists, hierarchical views, map view, calendar view and so on.
This is the case for desktop view. The mobile view is different, then the side bar is such a fly-over which can be switched on and off.
