It's not an oversight. My previous explanation for the logic behind the separate download is here (this was regarding v16.0): http://forums.4d.fr/Post/EN/18903871/1/18907260#18907260 { In the 32 bit full installer, we do not provide 4D Server, because the 32 bit version of 4D Server is only a compatible product. It is not certified for any Windows OS. Because of that we have made the 4D Server 32 bit available as a separate installer on the FTP and HTTP site.
