Thanks to 4D tech support for helping us to figure this out. The solution is that the service must be started using the same login credentials as you used to log in to the server. Although this was pointed out to me earlier, I could not get it to work because I didn't realise that the logged-in user name to use here is not exactly the same as the actual user name!
For example: Let's say the admin user name is "dbAdmin.ext". If you go to the User Accounts control panel and select your user account, you will see the full account name beneath your name. In this case, the user account name was COMPANYNAME\dbAdmin.ext So then you go to the Services window, select the service, right-click it and edit the Properties, go to the Log In tab, select the This account radio button, and enter that user account name and your login pw and save it. That worked for me.
