The default zoom is part of the pdf not the viewer. Try opening in acrobat (not reader) and set the default default magnification to 200% in file- properties. Open in 4d it should be zoomed in. I just checked and did this opening in chrome ignores the file setting, opening in acrobat is ok. So its a chrome problem.
