This happened to me also with version 16.3, 64-bit Mac. I gave up on the 
built-in scheduler and implemented my own to have more control and better error 
reporting. 

There were a number of reported issues with version 16 where delayed processes 
would become "stuck" and never continue. I would suggest upgrading to 16.4 
which I believe had a bug fix for this issue. Not sure if it is related to the 
backup problem or not.
