I've seen a File Maker application that can be used in iOs and Windows
and in all devices...

Depends on the operating system for the device... if the Tablet runs windows
you can use a 4D windows client. If the tablet, phone etc runs iOS or Android
you can use RDB to connect to a computer running the 4D client OR you will need
to create a mobile application for the devices.
4D does have a product to generate applications for iOS devices but iOS will
not run a 4D client or app directly.
