1) I’d check SMTP_SetPrefs.  I’ve found that SMTP_SetPrefs (1;1;0) works best 
for me.

2) We ran into a problem not long ago where large attachments could cause 
problems resembling what you’ve encountered … seemed to begin when we switched 
to V18.  Ultimately we changed from attaching files to emails to providing 
direct download links in the emails.  Not too difficult to implement, if that 
works in your use case.
