I don't dispute that they are motivated by money, but I suspect in this case they value keeping on the right side of the US government than they value supporting people in those countries. It's an easy decision for them to make, when we're talking about poor countries which don't manufacture electronic goods for export. I also doubt that they care about linguistic minorities that have little money, and where their language is not standardised, like the Roma. Proprietary software companies make money by selling the same generic product to millions of people, and you can't do that unless there's some kind of homogenised culture, also known as a 'market' :-) Cheers!
