The --root-directory option is for cases where you have booted from
another medium such as a CD/DVD or USB device.  So, for example I always
carry a usb key with systemrescuecd installed (bootable USB drive).  I
would boot a system from USB then mount the hard drive I am repairing.
So it might look like this:
grub-install /dev/sdb --root-directory=/mnt/disk2/

Essentially it is redefining where / is.  It expects boot/ to be under
the path you define.
