Ubuntu leaves the root account without and pam denies the login because
there is no password.  This is a common Ubuntu practice.

It is usually a good idea to use sudo whenever you need to do something
as root.  If you really need root access:
sudo passwd

This will set a root password and you should be able to log in to the
machine as root.

Seriously though, use sudo even if you set a root password.  There is
very little that requires an actual root account.
