If the Registered Node is reachable over a route-over configuration from the 
Registering Node, the SLLA in the NS(ARO) is that of the Registering Node.

Registering Node, the SLLA in the NS(EARO) is that of the Registering Node.

Notes

RFC8505 uses the EARO, which is an upgraded version of the ARO.
