In a network with a lot of traffic, I can imagine that this time information in the ack's is not always necessary for the motes to stay synchronized. It is necessary sometimes, but not for all successive acks. Disabling this time information in the ack = saving battery juice. To keep things simple, it may be OK to keep the time info always in the ack.
