Whatever the story was behind picking exactly those numbers that are listed on the 6lowpan charter page, a quick check confirmed me that the numbers have been on the charter page since the very beginning of 6lowpan, that is 2006-07-03, more than three years ago. Obviously, hardware developped since then and the IETF takes time to work out protocols.
