Thanks for all the comments received during WGLC of hc-08.  Special thanks to 
Carsten who proposed text to resolve those comments in addition to a number of 
editorial fixes.

Changes found in hc-09:
- Indicate that a mechanism to learn decompressor's capabilities to decode 
additional (future) NHCs is out of scope.
- Clarify how to derive IID bits not covered by the context when only 16 bits 
are carried inline.
- Clarify the value of the Length field for compressed extension headers.
- Added an IANA registry for LOWPAN_NHC types.

Chairs: time to start another (short) WGLC?
