I'm sufficiently confused at this point that I'm really uncomfortable with discussing this with terms like "the L2 address" etc. There are multiple addresses at multiple layers in multiple states of tentativeness involved, so please invent some terminology so we know which of these we are talking about. (This only gets more complicated when the purpose of an L3 message it to validate a freshly made up L2 address through validating the L3 address derived from it, while already using some? of these addresses as well as a different L2 address as a fallback for error messages.)
