The question here is who is doing cell accounting.
AFAIK, 6P had to guarantee transactions and SF had to
do the accounting by directly managing the cells by their
identification. This is explained (at least) on the example
from Figure 4, section 4.1.1, step 1, on page 6 of the
6top-protocol draft:
1. The SF running on node A selects 3 candidate cells.
So the SF decides which are the candidates for the CellList.
On the same example, on step 3:
3. The SF running on node B selects 2 of the 3 cells in the CellList
of the 6P ADD Request. Node B sends back a 6P Response to node
A, indicating the cells it selected.
So the SF on the other end selects which of the candidates should be chosen.
This process is better explained on section 4.3.6: Adding cells.
Now, suppose the SF does the accounting only
on the amount of cells per bundle (assuming a bundle is
a one-way link against a neighbour) and 6P manages
the cell IDs:
The conflict here comes from the relocation
algorithm, which keeps statistics on individual (and identified)
cells to relocate them in case the PDR drops below a certain
threshold.
According to the 6top-protocol draft, this is a task which
corresponds to the SF too.
Furthermore, SFs are part of the 6top protocol and not another
layer, so there is theoretically no layer violation there.
