So I have now submitted new version. Things that I did not change are the RFC 2119 text in the security considerations section, and the IANA allocation policy. I left the RFC2119 text there in the security considerations section, as Charlie wanted it there, my original version did not have RFC2119 text there. I do not really care which way it is...
