To find the initial EB you need to do passive scan to find out the
networks which are available. That means you need to listen several
channels for some time to see if you listen any EBs on any of then,
and collect all of those EBs and then pick which network you want to
join. See section 6.3 for scanning through channels and doing active
and passive scans in general, and section 6.3.6 for TSCH. 

Yes, there is channel scanning.  Actually I have a question here. By current scanning mechanism, does it mean there is no guarantee for a scanning node and beaconing node to meet? Meanwhile, it may also take a long time to for two nodes to meet.
