What, if anything, should the JRC set for the returning traffic?
I'd like to say the same, because I don't think that we should allocate more
bandwidth at the top of the mesh for join traffic going down.   The JRC may
need to pace it's replies so that none get dropped due to congestion.

If the JRC is in the DAGroot, then the most congested link is the one leaving
the DAGroot, and so if the JRC employs even a simple BQL on the outgoing AF43
queue is should work well.
