Anyone know anything about VoIP termination points?

Long story short, a client of ours, Roam Intl (http://www.roamintl.com/), is
looking to implement some sort of plan where its subscribers can click a
button and have another service call both of them at the same time, in order
to save money.

I don't know anythnig about this and am curious where I might learn.
