I don't see how this project can do either.  What it does is allow you
to switch services boot-time options (both start-order and either S or
K) more easily than manually.

That said, one possible (interesting) option for managing system startup
may be found here:

Note that I've found these through google and make no representation as
to whether or not they'll fit your needs (or even if they'll work), and

IBM offers a good (and free <smile>) tool for systems resource
management for linux and aix:  nmon
